> I strongly support the introduction of a needle and syringe program within the AMC.  
It makes sense for the prisoners' health and for those with whom the prisoners make contact after their release.  
It will not endanger the prison warders despite their perceived fears in that respect.  
Either the 3(b) or 3(a) Model [as described in the Public Health Association report] would be satisfactory.  
It should not be introduced on a trial basis, it should simply be introduced permanently.  
Enough is already known about these programs and their benefits.  It should have the full support of all concerned.
